I agree that it does not seem to be supported in Tcl 8.6 or 64-bit Tcl 8.5. However, this means I would need to distribute ActiveTcl alongside the application. Adding Expect to ActiveTcl was a clear as mud. Note that using tclsh sdx.kit wrap test -interp tclsh succeeds in creating a starkit.
